Is Menengai Kenya's Ultimate Template for Future Private Energy Investments?

Public-Private Partnerships Directorate outlines strategy leveraging upstream public exploration to attract private energy investments, citing Menengai geothermal success.

Energy availability, reliability, and cost directly impact national economic growth, industrial productivity, and investment competitiveness, according to Public Private Partnerships (PPP) Directorate Director General Engineer Kefa Seda.

Under the Public Private Partnerships (PPP) framework, national focus centers on structuring energy projects that expand generation capacity, improve grid stability, and support long-term requirements.

The Menengai Geothermal Development Project in Nakuru County serves as a model for this strategic approach. State-owned Geothermal Development Company (GDC) undertakes high-risk upstream activities, including exploration, drilling, steam-field development, and associated infrastructure.

GDC subsequently supplies proven steam to Independent Power Producers (IPP) for power generation, effectively mitigating early-stage development risks for private capital investors while securing competitively priced energy for national growth.

By taking on initial exploration uncertainties, the government creates bankable projects that attract private capital without imposing speculative risks on power developers.

This structured de-risking approach aims to establish a reliable energy pipeline capable of driving sustained industrial output across key sectors.
