The programme was intended to improve roadworthiness standards for private vehicles across the country. It formed part of broader efforts to reduce accidents caused by poorly maintained vehicles.

NTSA cited the need for more stakeholder consultation and preparation time before rolling out the requirement. The suspension gives the authority time to address implementation gaps and public feedback.

Private vehicle owners had expressed worries about the cost, availability of inspection centres and potential for corruption in the process. Many argued that the focus should remain on commercial vehicles, which pose higher risks on public roads.

The suspension does not affect existing requirements for public service vehicles and commercial fleets. Those categories continue to undergo regular mandatory inspections.

Road safety advocates have welcomed the pause but called for a more inclusive approach when the programme is eventually reintroduced. They emphasise the importance of balancing safety standards with practicality for ordinary motorists.

NTSA has assured the public that the goal remains enhancing overall vehicle safety. The authority says it will engage further with stakeholders to design a more workable system.

The decision reflects ongoing debates about the pace and scope of regulatory reforms in Kenya’s transport sector. Finding the right balance between safety enforcement and public convenience remains a key challenge.
