NEMA opens public review on proposed 19.5km Nairobi road network

The National Environment Management Authority (NEMA) has received an Environmental and Social Impact Assessment (ESIA) report for a proposed 19.5-kilometer road network in Nairobi City County. The Kenya Urban Roads Authority (KURA) submitted the study to address anticipated vehicular congestion around key national developments.

The proposed infrastructure project will traverse three major administrative divisions within the capital. Construction plans indicate the alignment will pass through Dagoretti South, Kibra, and Lang'ata constituencies, where current road capacity remains limited.

According to statutory notices, members of the public have thirty days from August 5, 2026, to submit comments on the proposed environmental assessment. Written or oral representations can be made directly to NEMA officials or submitted through electronic correspondence.

The primary objective of the road network is to improve vehicular access around two landmark national construction sites. These include the Talanta Sports City Stadium and the Bomas International Convention Center (BICC), both located within the affected constituencies.

Site progress assessments conducted in late July 2026 show that Talanta Sports City Stadium reached 92.57 percent completion. China Road and Bridge Corporation (CRBC) is building the facility under a Public-Private Partnership (PPP) framework.

The stadium sits on land approximately ten kilometers west of the Central Business District (CBD) along Ngong Road. Once finished, the 60,000-seat sports complex will serve as a primary venue for the 2027 Africa Cup of Nations (AFCON) football tournament.

Concurrently, construction at the BICC site has advanced substantially over recent months. Official progress data indicates that the main convention center reached 86.21 percent completion as of late July 2026, while Phase One overall stood at 43.66 percent.

President Ruto previously indicated that the convention complex would provide high-capacity venues for diplomatic summits and international trade expos. Revised schedules target full delivery of the main convention center by December 31, 2026, following earlier timeline adjustments.

The addition of a 19.5-kilometer road network aims to create arterial corridors linking Ngong Road with Lang'ata Road. Traffic planners anticipate that designated access loops will reduce bottlenecks, when major sporting events or international conferences take place.

Local residents and civil society groups can examine the physical assessment documents at designated county government offices. Alternatively, copies are available for review on the regulatory authority's public website throughout the thirty-day consultation window.

Environmental reviews will examine potential impacts on local vegetation, existing utility lines, and drainage patterns along the corridor. The study also addresses land acquisition protocols and temporary disruptions during civil engineering works across the three constituencies.

Traffic management strategies during construction will require coordination between municipal engineers and traffic police officers. Temporary diversions will be established near active construction zones, but normal traffic flow will be maintained where possible.

Following the conclusion of the public comment period, NEMA will evaluate submitted feedback before issuing a decision on the environmental license. Construction schedules for the feeder roads will be finalized after regulatory approvals are granted to KURA.

Project managers expect that the completed road network will integrate with existing urban transit corridors. State agencies continue to coordinate planning efforts, while site contractors finalize structural works on both flagship capital projects.
