The Public Private Partnerships Committee carried out a field inspection of the Ngong-Kiserian-Isinya and Kajiado-Imaroro Roads Annuity Project. Officials examined performance of the network in Kajiado County this week.
The inspection was led by Mr. Macharia Taki acting as the committee representative. Teams from several agencies joined the visit to review current conditions on site.
This 91.5 kilometre road network was developed through a Finance, Design, Build, Maintain and Transfer annuity model. Annuity roads mean the private partner finances and builds the infrastructure while the government makes regular fixed payments for maintenance over the full contract term.
It remains in the operation and maintenance phase until May 2028. Inspectors checked how well the roads hold up under daily use.
Inspectors evaluated the physical condition of the road network. They also checked routine maintenance activities, safety features, weighbridge operations and contract compliance.
Their review established that the project satisfies the main service level requirements set out in the contract. Routine maintenance efforts keep the roads safe for users.
Mr. Taki explained that these regular inspections help verify compliance with contractual obligations. They support safeguarding public value across the concession period.
Eng. Peter Gichohi serves as KeRRA Director for Road Assets Management. He stressed the need for sustained maintenance to protect road quality and longevity.
He pointed to overloading by sand harvesters and ballast quarry operators. This issue affects the Kiserian-Isinya and Kajiado-Imaroro sections in particular.
Despite the pressures from heavy vehicles the roads still deliver reliable transport links. Communities and businesses in Kajiado County and beyond use them daily.
The Lot 33 project stands as Kenya's first under the public private partnership annuity programme. It combines private financing with structured government payments.
