The Kenya National Highways Authority (KeNHA) has released a set of headquarters-level procurement packages alongside its regional road maintenance tenders for the fourth-quarter financial year 2025-2026 cycle.
Unlike the regional packages, which follow standard competitive tendering, two of the headquarters contracts are being procured through a Request for Proposals (RFP) process targeting consultancy firms.
The two RFP packages cover a Countrywide Road Inventory and Condition Survey, formally designated as the Asset Road Inventory and Condition Survey (ARICS), across the entire Kenya National Trunk Road Network. The survey has been split into two geographical lots.
Lot 1 covers the western half of the country, spanning the Nyanza, Western, North Rift, and South Rift regions, as well as Nairobi and Corridors B and D.
Lot 2 covers the eastern half, spanning the Central, Upper Eastern, North Eastern, Coast, and Lower Eastern regions, alongside Corridors A and C.
Both lots are open to all eligible consultancy firms with no NCA registration requirement. A single pre-bid conference covering both lots is scheduled for July 3, 2026, at 10:00 AM at the Barabara Plaza auditorium at Jomo Kenyatta International Airport (JKIA) in Nairobi.
The most straightforward construction package at headquarters level is the maintenance and rehabilitation of Barabara Plaza itself, KeNHA's own office complex off Mazao Road opposite the Kenya Civil Aviation Authority (KCAA) headquarters at JKIA.
This contract carries a layered registration requirement: National Construction Authority (NCA) categories 4, 5, or 6 for building works, NCA category 5 for mechanical works, and NCA category 5 for electrical works. It is open to all bidders. A pre-tender site visit is scheduled for July 2, 2026, at 10:00 AM at the Barabara Plaza auditorium.
Beyond the construction and consultancy packages, KeNHA has also floated four framework contracts at headquarters level, none of which require a pre-tender site visit or NCA registration. These cover:
Framework contract for servicing, maintenance, and repair of KeNHA motor vehicles
Framework contract for provision of tents and related public function accessories for state and emergency functions
Framework contract for provision of executive display stands, panel printing, branding, granite and brass plaques, aluco board, unveiling gear, and plaque monument tiling services
Framework contract for photography and videography services during state and emergency functions
All four are open to all eligible bidders and are intended to support road infrastructure maintenance and construction activities on a standing basis.
The standard compliance requirements apply across all headquarters packages where relevant. Bidders must serialize all tender document pages sequentially with fresh numbering, and financial proposals must align with prevailing market rates under Section 70(6)(b) of the Public Procurement and Asset Disposal Act (PPADA), 2015.
All completed tender submissions must be received at the KeNHA Headquarters procurement office at Barabara Plaza on or before July 16, 2026, at 11:00 AM.
