The Kenya National Highways Authority (KeNHA) has floated a combined set of road maintenance tenders covering the Upper Eastern and Lower Eastern regions as part of its fourth-quarter financial year 2025-2026 procurement cycle. All works will be funded through the Road Maintenance Levy Fund.
Upper Eastern carries the heavier load, with thirteen separate routine maintenance and spot improvement contracts across some of Kenya's most remote trunk road sections. The packages span Marsabit, Isiolo, Samburu, and Turkana counties. Roads covered include:
Forolle to Turbi (B76)
Ruiri to Meru (B103)
Shull Manyatta to Marsabit (B81)
Gas to North Horr (A4)
Loiyangalani to Gas (A4)
Sarima to Loiyangalani (A4)
South Horr to Ngurunit (B74)
Ngurunit to Laisamis (B74)
Laisamis to Kom KWS (B82)
Kom KWS to Merti (B82)
Kachuru to Kamweline (B66)
Darathe AP Camp to Buluk (A4)
Buluk to Sabarei to Saru (B76)
Most packages require National Construction Authority (NCA) registration categories 6, 7, or 8, though the Buluk to Saru route accepts categories 5, 6, or 7.
Eligibility is spread across all groups, with several contracts reserved for women, youth, and Persons with Disabilities (PWD). Pre-tender site visits begin June 30, 2026, running through July 3, 2026, at dispersed venues along the route corridors. Document inspection is handled through the KeNHA Upper Eastern Regional Office in Isiolo, off the Isiolo to Moyale road.
Lower Eastern offers six packages covering:
Mutomo to Muthaa (B88)
Muthaa to South Kitui National Reserve Gate (B88)
Chifiri to Bangale (B83)
Kimana to Chulugate (B54)
Wamunyu to Itangini (B104)
Ukia to Matiliku (B107)
- performance-based contract on unpaved road
NCA registration requirements range from categories 5, 6, and 7 to categories 6, 7, and 8 depending on the package. The Chifiri to Bangale and Wamunyu to Itangini contracts are open to all bidders. The remaining packages, including Ukia to Matiliku, are reserved for women.
Lower Eastern site visits are mostly consolidated on July 1, 2026, at Mutomo Law Courts, Wadena Centre, Kimana Shell Petrol Station, and Wamunyu National Oil. The KeNHA Lower Eastern office in Machakos handles all regional document access.
Across both regions, bidders may submit for a maximum of two tenders but can only receive one contract award. Directors with ongoing works as of the tender closing date are ineligible, and any director found bidding under different companies for the same tender faces automatic disqualification.
Every pre-tender site visit requires one technical representative per company, holding a minimum of a diploma in civil or highway engineering. That individual must carry an original introductory letter on official company letterhead, plus certified copies of their identification, academic certificates, and current registration with either the Engineers Board of Kenya (EBK), Kenya Engineering Technology Registration Board (KETRB), or the Institute of Engineering Technologists and Technicians (IET).
All tender submissions for both regions close on July 16, 2026, at 11:00 AM at the respective regional offices.
