The National Social Security Fund (NSSF) has issued a fresh tender for development of its extensive land holdings in Mavoko, Machakos County.
The Request for Proposal (RFP) targets a contractor capable of delivering feasibility studies, master planning, infrastructure and an initial pilot phase for what is being called NSSF Mavoko City.
Tender NSSF/RFP/MC/27/2025/26 calls for comprehensive services under a single contract. Bidders will propose solutions that cover technical studies, detailed planning and early physical works on the site.
The project will be executed through an Engineering, Procurement and Construction (EPC) model, often referred to as turnkey. In an EPC contract, the selected firm takes full responsibility for designing the works (Engineering), sourcing all necessary materials and equipment (Procurement), and carrying out the actual building (Construction). The turnkey aspect means the contractor delivers a fully functional facility ready for immediate use.
NSSF has owned substantial land in Mavoko for some time. Past ambitions included plans for up to 30,000 housing units on around 960 acres. The current tender signals renewed push to unlock value from the asset through this structured development approach.
The selected contractor will handle end-to-end responsibilities for the initial stages. This includes preparing a full feasibility assessment and master plan before moving into infrastructure construction and pilot development.
The tender closes on 17 July 2026 at 11:00 a.m. East African Time. Interested firms must provide a KSh 100 million tender security and submit technical and financial proposals in separate sealed envelopes.
NSSF expects strong interest from both local and international players with experience in large-scale urban projects. The contract will follow FIDIC turnkey conditions with terms finalised during negotiations.
Mavokoβs strategic location near Nairobi, improving transport links and proximity to emerging economic nodes such as Konza City makes the site attractive for mixed-use development. The project could deliver housing, commercial space and supporting infrastructure.

NSSF has set the submission address at its headquarters in Nairobi. Late tenders will be rejected, and the fund reserves the right to accept or reject any proposal.
This latest move keeps Mavoko on the radar as one of the more substantial planned developments in the greater Nairobi region. The coming weeks will show the level of market appetite for the opportunity.
