The National Treasury has invited the public to submit views on proposed updates to the legal framework governing public-private partnerships. The state intends to revise the guidelines that direct how private entities fund large engineering and infrastructure works, but the process requires stakeholder consensus.
Public participation consultation forums will commence across the country from July 13 to gather feedback on the new legislation, which aims to manage project delivery pipelines. The schedule spans several weeks, as the government attempts to capture views from all regions.
According to an official notification, the State Department for Public Investments and Assets Management, through the Public Private Partnerships (PPP) Directorate, is spearheading this legislative review. The technical team wants comments on the Public Private Partnerships (Amendment) Bill, 2026.

Stakeholders can also review the Draft Public Private Partnerships (General) Regulations, 2026, alongside the Draft Public Private Partnerships (Project Management) Regulations, 2026. Together, these regulatory documents are referred to as the draft PPP Regulations, which will guide future investments.
Attracting alternative capital remains a principal focus for President Ruto, who frequently highlights private funding as vital for massive civil works. The updated framework will determine how future multi-billion shilling transport, energy, and housing contracts are structured, if approved by lawmakers.
The first phase targets Nyanza and Western regions, covering Kisumu, Siaya, Kakamega, Vihiga, Bungoma, Trans Nzoia, Busia, Kisii, Migori, Homa Bay, and Nyamira. Sessions run from July 13 to July 14 at Kisumu Hotel, Kibabii University, and Kisii University.
Coast region forums take place on July 16 and July 17, covering Mombasa, Lamu, Kilifi, Tana River, Kwale, and Taita Taveta. These meetings will be hosted at Kenya School of Government (KSG) Mombasa, Diani Pride Inn, and Taita Taveta University.
Rift Valley sessions will follow on July 20 and July 21 across Uasin Gishu, Nandi, Baringo, Elgeyo Marakwet, Kericho, West Pokot, Turkana, Nakuru, Narok, Bomet, Nanyuki, and Kajiado. Venues include Eldoret Polytechnic, Kenya Wildlife Services (KWS) Naivasha, and Masai Technical Training College.
Eastern and Central regions will hold consultations on July 23 and July 24, covering Embu, Meru, Tharaka Nithi, Laikipia, Nyeri, Kirinyaga, Murang'a, Kitui, Machakos, and Makueni. Venues include KSG Embu, Dedan Kimathi University, and Agriculture Institute Kitui.
Nairobi and North Eastern regions, including Nairobi, Kiambu, Garissa, Mandera, Wajir, Marsabit, and Samburu, will meet on July 28 and July 29. The designated venue is the Kenyatta International Convention Centre (KICC) in Nairobi. All daily meetings run from 9.00am to 5.00pm.
Individuals who cannot attend the physical sessions can download copies of the amendment bill from the official state portal, if they wish to read them. The state has provided alternative access through the dedicated PPP Directorate web platform.
Written memoranda must be submitted within 21 days following the publication of the advertisement. Submissions should be sent via email to the directorate, but hand-delivered physical papers are also permitted at the registry.
Physical documents should be addressed to the Principal Secretary for Public Investments and Assets Management. They can be dropped on the sixth floor of Kenya Reinsurance Plaza along Taifa Road in Nairobi, where the administration receives official regional feedback.
