Defence Principal Secretary Patrick Mariru has conducted a site inspection of the ongoing 3,000-unit affordable housing project at Embakasi Garrison to assess construction progress and quality standards.

The Ministry of Defence is overseeing a major residential development at the Embakasi Garrison in Nairobi, part of a broader national initiative to improve living conditions for military personnel. Defence Principal Secretary Patrick Mariru recently visited the site to evaluate the status of the construction work, which is designed to provide 3,000 new housing units for the Kenya Defence Forces.

The project at Embakasi is a significant component of the government’s Affordable Housing Program. It specifically targets the housing deficit within the military by creating high-density, modern residential blocks within the protected area of the garrison. During the inspection, Mariru was accompanied by senior military officers and technical teams tasked with monitoring the delivery of the units.

The construction footprint includes a variety of apartment sizes to accommodate different ranks and family structures. These range from one-bedroom units to two and three-bedroom apartments. The design of the estate follows modern urban planning principles, ensuring that the high number of residents can be supported by the available site infrastructure.

Mariru noted that the project is intended to provide decent and affordable living spaces for those serving in the military. This development comes at a time when the government is under pressure to deliver on its promise of half a million houses nationwide. By focusing on specific institutional needs like those of the KDF, the Ministry of Defence is attempting to streamline the roll-out of these units within its own land holdings.

The inspection tour covered several blocks that are at various stages of completion. The Principal Secretary reviewed the quality of the materials being used and the workmanship of the contractors on site. Technical briefings provided during the visit indicated that the project is being monitored closely to ensure it meets the specific security and durability requirements necessary for military installations.

In addition to the residential blocks, the site plan accounts for essential amenities and utility connections. The integration of these services is a critical part of the construction phase, as the garrison environment requires self-sufficient infrastructure for water, electricity, and waste management. Mariru emphasized that the completion of these units would alleviate the pressure on existing housing stock within the Nairobi area barracks.

The Embakasi project is one of several sites across the country where the Ministry of Defence is implementing housing reforms. Similar initiatives have been discussed for other military bases, including those in Nakuru and Mombasa, as the department seeks to modernize its real estate portfolio. The move to build upwards in high-density blocks allows the ministry to maximize the use of available land while providing a higher volume of housing than traditional low-rise bungalows.

Contractors on the site remain under strict timelines to ensure the delivery of the project phases. The involvement of the State Department for Housing and Urban Development has provided technical synergy, allowing the military to benefit from standardized construction protocols used in civil affordable housing projects.

The visit concluded with a review of the safety measures implemented on the construction site. As the project continues, the Ministry of Defence has indicated that regular updates will be provided to ensure transparency in the allocation of resources and the progression of the works. The successful delivery of the Embakasi units is expected to serve as a template for future institutional housing developments within the security sector.
