Cabinet Secretary for National Treasury and Economic Planning (TNT), Hon. FCPA John Mbadi Ng'ongo, signed the official transmission letter directing the policy framework to the National Assembly.
Hon. Kimani Ichung'wah, Majority Leader in the National Assembly (NA), received the document before it was formally routed to the relevant house committee for legislative scrutiny.
The submission is in accordance with Section 26 of the Public Finance Management Act (PFMA) requirements, which govern the management and oversight of national funds.
The document officially entered the parliamentary record after being stamped as received by the Office of the Speaker of the National Assembly (NA) and the Clerk of the National Assembly (NA).
The proposed infrastructure framework arrives alongside the broader investment strategy guidelines developed for the National Infrastructure Fund (NIF).
The National Assembly Finance and Planning Committee (NAFPC) will undertake the detailed review of the policy proposals before bringing the recommendations to the floor of the house.
Copies of the official submission letter were formally extended to several senior state officers across legal and executive arms of government. These officers include the Speaker of the National Assembly (NA), Right Honourable Doctor Moses M. Wetang'ula, and the Attorney General (AG), Honourable Dorcas Oduor. A copy was also submitted to the Clerk of the National Assembly (NA), Mr. Samuel Njoroge.
The policy submission represents an important regulatory phase as the government seeks to structure long-term capital investments, build legal framework consistency, and streamline the execution of large public developments across the country.
