High Grand Falls and Galana Mega Dams Move to Private Investment Phase

Kenya's PPP Directorate and State Department for Irrigation have launched a joint initiative to fast-track five flagship multipurpose dams, aiming to bring two million acres under irrigation.

The Public Private Partnerships (PPP) Directorate has entered into a high-level collaboration with the State Department for Irrigation to accelerate the development of several flagship multipurpose dams. This strategic engagement, led by PPP Director General Eng. Kefa Seda and Irrigation Principal Secretary CPA Ephantus Kimotho, focuses on moving large-scale infrastructure projects from the planning stage into active procurement and implementation.

At the center of these discussions is the High Grand Falls Dam, also known as Kibuka Falls. Spanning the counties of Kitui, Tharaka Nithi, Tana River, and Garissa, the project is designed as a critical anchor for the national water-food-energy nexus. Alongside it, the Galana Dam is being prioritized to provide the necessary water storage for the Galana Kulalu Food Security Project, which remains a central pillar of the government’s agricultural agenda.

The partnership also targets several key projects in the northern and rift regions, including the Barsalanga Dam in Isiolo and Samburu, the Radat Dam in Baringo, and the Lowaat Dam in Turkana. These initiatives are specifically intended to mitigate water scarcity in the country’s arid and semi-arid lands (ASALs), where traditional rain-fed agriculture is increasingly unviable due to climate volatility.

A primary objective of this collaboration is to structure these projects to attract private capital. By utilizing the PPP framework, the government aims to enhance the bankability of these mega-projects through balanced risk allocation between the public and private sectors. This approach is intended to ease the pressure on the national budget while ensuring that infrastructure is delivered through transparent and competitive procurement processes.

The technical teams have agreed on immediate next steps, which include the recruitment of transaction advisors. These specialists will be tasked with conducting detailed project structuring, financial modeling, and updated feasibility studies. These processes are essential for defining the commercial viability of the dams and ensuring they meet the requirements of international and local investors.

The government has set an ambitious national goal of bringing two million acres of land under irrigation. Achieving this target requires a significant increase in water storage capacity, moving beyond the current reliance on smaller reservoirs. The proposed dams are expected to not only support extensive irrigation but also generate clean hydropower, providing a dual benefit to the nation’s energy grid and industrial sector.

The focus on the water-food-energy nexus represents a shift toward integrated infrastructure planning. By combining irrigation, power generation, and domestic water supply into single multipurpose projects, the state hopes to achieve higher economies of scale. The involvement of the PPP Directorate indicates a move toward more disciplined project management and a reliance on private sector efficiency to meet long-term development goals.

As the procurement of transaction advisors begins, the construction industry will be watching closely for the release of formal tenders. The successful implementation of the High Grand Falls and Galana projects would represent some of the largest civil engineering undertakings in the region, providing significant opportunities for local and international contractors, engineers, and consultants specializing in hydraulic structures and large-scale agricultural infrastructure.
