Defence Principal Secretary Inspects Meru Hospital Expansion Works

The Ministry of Defence (MoD) has stepped up its field oversight of national infrastructure projects. Principal Secretary (PS) for Defence, Dr. Patrick Mariru, conducted an onsite inspection of the ongoing expansion works at Meru Teaching and Referral Hospital (MTRH), which is located in Meru County.

The construction project aims to elevate the facility to a Level 6 infrastructure status. Structural building duties have been assigned to the Kenya Defence Forces (KDF), following directives from President Ruto to accelerate critical public developments, which require swift execution.

During his tour, Dr. Mariru reviewed structural concrete frames, scaffolding installations, and material storage sites. The inspection forms part of a broader administrative strategy to ensure public infrastructure meets strict completion timelines, but quality controls must remain uncompromised throughout the structural build.

The upgrade involves constructing additional modern infrastructure to handle an expanding regional patient load. Local authorities under Meru Governor Mutuma M'ithingia have held extensive planning briefs with the MoD leadership, although technical teams continue to review structural designs for the complex.

According to county records, the engineering scope includes adding four new surgical theatres to the facility. This addition will bring the total number of operational theatres to nine, which will provide adequate space for the twenty-four specialized surgeons currently stationed at the hospital.

The upgrade is scheduled for completion within a two-year timeline. Dr. Mariru noted that the field assessment ensures compliance with established engineering standards, when evaluating large-scale civil works being undertaken by military engineers across the country.

The collaboration utilizes disciplined military engineering personnel to deliver public civil works efficiently. Observers note that involving the KDF in public infrastructure reduces project delivery delays, if the logistical supply chains for primary building materials remain steady.

This site visit in eastern Kenya reflects a multi-sectoral government approach to project delivery. The MoD has taken a leading role in several strategic construction sites, which are scattered across various counties to ensure uniform national development.

Similar infrastructure interventions by military engineers are underway in western regions. For instance, the MoD is supervising the completion of the Kakamega Level 6 Hospital, but the regional project faces strict six-month delivery timelines under national directives.

Beyond healthcare facilities, military personnel are managing sports infrastructure upgrades. These projects include the construction of the ten-thousand-seater Kipchoge Sports Stadium in Kapsabet, although heavy earthworks and pitch preparations are still at initial phases.

Furthermore, the KDF is overseeing ongoing upgrade works at the Kipchoge Keino Stadium in Eldoret. This specific stadium construction is being fast-tracked for the 2027 Africa Cup of Nations (AFCON), which Kenya will co-host alongside neighboring countries.

The oversight strategy ensures that complex engineering projects meet stringent international federation standards. Dr. Mariru remains the chief accounting officer for these budgetary allocations, who coordinates with multi-agency teams to track expenditure and structural progress.

The Meru health facility expansion will also feature a dedicated corporate clinic. County officials plan to deploy additional doctors and nurses to the expanded site, when the new blocks become fully operational.

National and county governments have pledged full financial and logistical support for the hospital project. This close cooperation ensures that local healthcare challenges are addressed through robust infrastructure, but regional contractors must still adhere to building regulations.
