The processing of all development approvals in Nairobi has been suspended with immediate effect, following the arrest of the County Chief Officer for Urban Planning, Patrick Akivaga Analo.
The suspension remains active until the Urban Planning Technical Committee (UPTC) is completely reconstituted.
Nairobi Governor Johnson Sakaja announced the suspension on Friday, confirming that Patrick Analo will not be permitted to access his office, official documents, or county systems during this period.
To maintain essential operations, Governor Johnson Sakaja appointed Dominic Mutegi, the Director of Development Management, to step into the role in an acting capacity.
The suspension of the approval process comes amid major structural changes within the urban planning department.
The Ethics and Anti-Corruption Commission (EACC) arrested Patrick Analo over corruption allegations, which involved the recovery of substantial sums of money.
Governor Johnson Sakaja stated that the administration respects the rule of law, and will cooperate fully with independent constitutional and investigative institutions.
He added that every public officer is individually accountable for their actions.
The county has formally requested nominations from professional bodies to join the newly reconstituted UPTC.
Letters seeking nominees have been sent to the Architectural Association of Kenya (AAK), the Kenya Civil Aviation Authority (KCAA), the Kenya Institute of Planners (KIP), and the Engineers Board of Kenya (EBK).
Representatives from local residents' associations and the Nairobi City Water and Sewerage Company (NCWSC) have also been requested to join.
The county administration has proposed the inclusion of an EACC liaison officer to assist the committee and the general public on urban planning and development control matters.
While the committee undergoes reconstitution, urgent development approval cases will be handled directly by the County Executive Committee (CEC) Member for Built Environment and Urban Planning, Patrick Mbogo.
These urgent reviews will be conducted in accordance with the regulations outlined in the Physical and Land Use Planning Act of 2019.
