The Kenya National Highways Authority (KeNHA) has opened competitive bidding for road maintenance works across the Coast and North Eastern regions under its fourth-quarter financial year 2025-2026 procurement cycle. All packages are funded through the Road Maintenance Levy Fund.
The Coast region features five performance-based maintenance contracts. Roads covered include:
Ukunda to Lunga Lunga (A7)
Kilifi to Malindi (A7)
Mrima/Malamba to Shimba Hills to Mwabungo (B98)
Likoni to Buxton (A7-R), including drainage maintenance
Mwatate to Rukanga to Guranze to Lunga Lunga (B56)
The Ukunda to Lunga Lunga and Kilifi to Malindi contracts are open to all bidders and require National Construction Authority (NCA) registration categories 4, 5, or 6.
The Mrima to Mwabungo package is reserved for women, while the Likoni to Buxton and Mwatate to Lunga Lunga contracts are reserved for youth, both requiring NCA categories 5, 6, or 7.
Pre-tender site visits for the Coast packages run from June 30 to July 3, 2026. The Ukunda to Lunga Lunga visit starts at Diani Junction along the A7 on June 30, while the Kilifi to Malindi visit begins at a Shell petrol station along the A7 in Kilifi on July 1.
The Mrima package site visit also falls on June 30 at Mrima Junction on the Ukunda to Lunga Lunga road. The Likoni to Buxton visit is set for July 1 at Buxton Petrol Station near the A7 junction in Mombasa, while the B56 visit concludes the series on July 3 at Lexo Petrol Station near the A7/B56 junction in Lunga Lunga.
All Coast region enquiries are directed to the KeNHA Coast Regional Office on Mahindi Road off Shimanzi Road in Mombasa.
North Eastern carries a significantly larger package, with sixteen contracts spanning some of Kenya's most logistically challenging road corridors across Garissa, Wajir, and Tana River counties. Roads covered include:
Fatuma Golicha Roundabout to Maalmin (A13), including safety enhancement and drainage
Maalmin to Modogashe (A13)
Kulan to Liboi (A3)
Wajir to Diff (A14)
Jn A13 Wajir to Griftu (A14)
Malkaguftu to Eldas to Jn B81 Griftu (A14)
Dabel to Buna to Malkaguftu (A14)
Samatar to Bojiyare (A13)
Bojiyare to Wajir (A13)
Hola to Wayubora (B88)
Wayubora to Waldena (B88)
Eligibility across North Eastern is heavily skewed toward reserved categories. Women hold the majority of packages, including Maalmin to Modogashe, Samatar to Bojiyare, and Bojiyare to Wajir.
Youth-reserved contracts cover Fatuma Golicha to Maalmin, Dabel to Buna to Malkaguftu, and Hola to Wayubora. PWD-reserved packages include Kulan to Liboi, Jn A13 Wajir to Griftu, and Malkaguftu to Eldas to Griftu. The Wajir to Diff and Wayubora to Waldena contracts are open to all bidders.
Most North Eastern packages require NCA categories 5, 6, or 7, with the Hola to Wayubora contract stepping up to categories 6, 7, or 8. The Kulan to Liboi package is handled through a pre-bid conference on July 3, 2026, at the KeNHA North Eastern Regional Office boardroom in Garissa, rather than a road-based site visit. All remaining pre-tender site visits run from June 30 to July 1, 2026, at venues along the respective route corridors.
Across both regions, bidders may submit for a maximum of two tenders but can only receive one contract award. Directors with ongoing works as of the tender closing date are ineligible, and any director found bidding under different companies for the same tender faces automatic disqualification.
Every pre-tender site visit requires one technical representative per company holding a minimum of a diploma in civil or highway engineering. That individual must carry an original introductory letter on official company letterhead, plus certified copies of their identification, academic certificates, and current registration with either the Engineers Board of Kenya (EBK), Kenya Engineering Technology Registration Board (KETRB), or the Institute of Engineering Technologists and Technicians (IET).
All tender submissions for both regions close on July 16, 2026, at 11:00 AM at the respective regional offices.
