The government has disbursed Sh30.89 billion to contractors and lenders for the construction and maintenance of roads under the road annuity programme across 11 counties in Kenya.

Taxpayers have paid Sh30.89 billion to contractors and lenders involved in the funding and construction of roads under the Road Annuity Programme (RAP) across 11 counties in Kenya. The programme, which operates under a public-private partnership (PPP) model, aims to accelerate the development of high-quality road networks while ensuring long-term maintenance and sustainability.



The Road Annuity Programme was launched to reduce the backlog of dilapidated and incomplete road projects by engaging private investors to design, finance, build, and maintain roads, with the government repaying them over time through agreed annuity payments. The approach guarantees efficiency, accountability, and timely delivery of projects that directly impact local communities

According to reports from the Kenya National Highways Authority (KeNHA) and the National Treasury, the Sh30.89 billion has been directed toward ongoing and completed projects in counties including Nakuru, Kiambu, Kakamega, Meru, Nyeri, Machakos, Uasin Gishu, Kisumu, Siaya, Bungoma, and Makueni. These projects have improved connectivity, boosted trade, and enhanced access to markets, health facilities, and schools.

Government officials note that the annuity model has not only helped close the infrastructure gap but also encouraged private sector participation in national development. By easing the immediate fiscal pressure on the government, the programme allows for a continuous pipeline of road construction projects without relying solely on direct exchequer funding.

As Kenya continues to prioritize infrastructure as a pillar of economic growth, the successful rollout of the road annuity programme is expected to pave the way for expanded partnerships and increased efficiency in project delivery.
