US Pays RWE $1.22B to Abandon Coastal Wind Leases

German energy developer surrenders three major offshore wind sites in a massive federal buyout deal across three states.

German energy developer RWE has agreed to surrender its offshore wind leases in the United States after securing a $1.22 billion settlement with federal authorities.

The deal resolves legal claims made by RWE U.S. Offshore against the federal government, effectively halting development across three key marine lease tracts.

The agreement covers offshore lease sites located off the coasts of New York, California, and Louisiana. RWE stated that while over $1 billion had been spent acquiring and planning the sites, permitting hurdles left no viable path forward in the American market for the foreseeable future.

This settlement represents the fifth major agreement between federal agencies and renewable energy companies seeking to cancel offshore wind developments.

Total federal commitments to buy out offshore wind lease agreements have now surpassed $3.9 billion across multiple corporate deals.

Under terms connected to the buyout, RWE will shift focus toward other American energy infrastructure investments.

The company plans to deploy capital into liquefied natural gas (LNG) projects and gas turbine infrastructure to support broader grid capacity expansion goals.

The cancelled projects include a major tract in the New York Bight, the Canopy Offshore Wind site located off northern California, and a designated parcel in the waters off Louisiana.
