Military Personnel Secure Access to Subsidised Mortgage Financing

Over 50,000 active service members gain access to fixed-rate home loans through a new tripartite government-bank agreement.

More than 50,000 active military personnel have been onboarded into the Civil Servants Housing Mortgage Scheme (CSHMS) following a tripartite agreement signed in Nairobi on July 16, 2026. The initiative allows Kenya Defence Forces (KDF) personnel to access mortgage financing at a fixed interest rate of 4% per annum.

The partnership involves the KDF, the Ministry of Lands, Public Works, Housing and Urban Development, the Affordable Housing Board (AHB), and KCB Bank Kenya. KCB Bank Kenya will manage the fund and oversee the administration of the mortgage facility.

Eligible officers may use the financing to purchase completed housing units, acquire residential plots, or construct new homes. The facility also covers the completion of ongoing projects, mortgage takeovers from other financial institutions, and equity release.

According to the terms of the agreement, officers may access repayment periods of up to 20 years. Furthermore, the programme offers Shariah-compliant financing options through KCB Sahl Bank to accommodate officers of the Islamic faith.

Chief of the Defence Forces (CDF) General Charles Kahariri stated that the programme represents a shift in welfare provision for military families. He noted that providing a pathway to home ownership outside of standard service accommodation allows personnel to plan for their futures with greater security.

Principal Secretary for Housing and Urban Development Charles Hinga emphasized that the scheme expands the CSHMS beyond senior officers to include eligible personnel across the ranks. He added that such partnerships facilitate the broader national objective of increasing home ownership rates among public servants.

KCB Bank Kenya Managing Director Annastacia Kimtai stated that the bank currently manages over 90 mortgage schemes across the country. She added that the bank will provide financial literacy and advisory services to help officers navigate the home acquisition process.

The government has invested more than 25 billion shillings in various KDF housing projects to date, with a third phase currently underway. This new mortgage arrangement is intended to complement these ongoing infrastructure efforts by providing the necessary financing for military families.

For the military, the link between housing and operational readiness remains a primary justification for the programme. General Kahariri observed that stability at home allows service members to maintain focus during deployments and other demanding duty assignments.

The implementation of this scheme is expected to increase the demand for units under the government-led Affordable Housing Programme (AHP). Military personnel can now participate in these projects using the subsidised 4% financing, which is lower than existing income-based rates available to the general public.
