Kenya initiates central data platform to integrate national transport agencies

The Ministry of Roads and Transport is developing a unified digital platform to consolidate data from all transport agencies, aiming to improve traffic management and national road safety standards.

The Kenyan government is moving to centralize the management of its transport sector through the development of a new integrated data platform. This initiative is designed to pull information from various independent agencies into a single, cohesive system to oversee the country’s vast infrastructure and transit networks. By consolidating these data streams, the Ministry of Roads and Transport intends to create a more responsive environment for monitoring traffic flow and addressing the persistent challenges of road safety as reported by Moe on the X platform.

At the core of this technical shift is the need for real-time visibility across different modes of transport. Currently, agencies such as the National Transport and Safety Authority (NTSA) and the Kenya National Highways Authority (KeNHA) operate with specialized datasets. The new platform is expected to bridge these gaps, allowing for a synchronized view of the national transport landscape. The technical framework will rely on the Government Data Centre (GDC) to house these applications, ensuring that information remains accessible to both national and county-level authorities.

Data integration is a central pillar of the National Road Safety Action Plan 2024 to 2028. This plan emphasizes the use of technology to proactively prevent road crashes and improve speed enforcement. With fatalities on Kenyan roads reaching 3,397 between January and September 2025, the pressure to implement digital enforcement measures has intensified. The unified platform will support the establishment of instant fine frameworks and enhanced vehicle safety inspections by providing a reliable database for enforcement officers.

From a construction and planning perspective, the platform serves as a critical tool for future infrastructure investment. The integration of Intelligent Transportation Systems (ITS) allows for the deployment of sensors, CCTV cameras, and fiber optic networks across major road corridors. These tools collect raw data on traffic volume and road usage, which is then processed to guide decisions on where new roads are needed or where existing infrastructure requires rehabilitation. In Nairobi, for instance, the phased implementation of ITS is already connecting various intersections to a central control center to optimize signal timing and reduce congestion.

The project is also aligned with the broader Kenya Digital Transport Solutions Project, which has previously seen support from international partners like the World Bank. By connecting local NTSA offices and Huduma Centers to a national fiber optic backbone, the government is building the physical and digital infrastructure necessary to support high-capacity data transmission. This connectivity is essential for the platform to function effectively, particularly when managing large-scale projects like the Nairobi Metropolitan Area’s Mass Rapid Transit System.

By bringing all agencies into one digital ecosystem, the Ministry aims to eliminate the fragmentation that often slows down administrative processes. The platform is expected to guide better transport decisions by providing a factual basis for policy changes and infrastructure design. As construction continues on major links, such as the 74-kilometer Mbita to Sindo to Sori road, the ability to track how these assets perform within the national network will be vital for long-term economic planning.
