President William Ruto has formally nominated Canon Dr. Ida Betty Odinga for appointment as Kenya’s Ambassador and Permanent Representative to the United Nations Environment Programme (UNEP). The decision, announced on January 23, 2026, through a communiqué from the Executive Office of the President, has been transmitted to the National Assembly for vetting and approval in accordance with constitutional requirements for foreign service appointments.
If confirmed by Parliament, Dr. Odinga will succeed Ababu Namwamba, who was recently reassigned to serve as Kenya’s High Commissioner to Uganda. The nomination places Dr. Odinga at the head of Kenya’s diplomatic mission to the global environmental authority, which is headquartered at the United Nations Office at Nairobi in Gigiri.
The presidency described Dr. Ida as a distinguished educationist and civic leader with a career spanning several decades. Dr. Odinga, who was the lifelong companion of the late former Prime Minister Raila Odinga until his death in October 2025, has previously been recognized for her advocacy in social justice and gender equity. Her professional background includes more than ten years as a teacher at Kenya High School and leadership roles in private enterprise, notably with East African Spectre, a liquefied petroleum gas cylinder manufacturing firm.
Government officials indicated that the appointment is intended to strengthen Kenya’s influence within the international environmental community. As the host nation for UNEP, Kenya occupies a specific role in coordinating global responses to climate change, biodiversity loss, and sustainable development. The State House communication noted that the appointment would reinforce the country’s leadership in environmental diplomacy and elevate its perspective on the global stage.
The selection also carries significant weight regarding the conservation legacy associated with the late Raila Odinga. During his tenure as Prime Minister in the Grand Coalition Government, Mr. Odinga led several high-profile environmental initiatives, most notably the restoration of the Mau Forest Complex. His administration established the Mau Forest Restoration Secretariat to manage the eviction of illegal settlers and oversee the rehabilitation of the water tower, which is critical for Kenya’s agricultural and energy sectors.
In addition to forest conservation, the late former Prime Minister was a vocal proponent of protecting Lake Victoria from industrial pollution and invasive water hyacinth. He often linked ecological preservation to economic stability, advocating for the transition to renewable energy sources such as geothermal and wind power to support Kenya’s industrialization goals.
Dr. Odinga’s nomination comes at a time when Kenya is seeking to solidify its position as a regional hub for green energy and sustainable infrastructure. The Permanent Representative to UNEP is tasked with liaising between the Kenyan government and the United Nations to ensure that local and regional environmental priorities are integrated into international policy frameworks.
