President William Ruto has handed over keys to new housing units at the National Police College Embakasi 'A' Campus to improve the living conditions of security officers in Nairobi.

President William Ruto officially commissioned a new housing project at the National Police College, Embakasi 'A' Campus, in December 2025. The development follows a directive to address the long-standing housing deficit within the National Police Service (NPS) by replacing dilapidated temporary structures with modern apartments. During the ceremony, the President handed over keys to several beneficiaries, emphasizing that the project is part of a wider government plan to construct 17,000 institutional units for security personnel across the country. 

The new facilities at Embakasi are designed to provide dignified accommodation for officers and their families, moving away from the makeshift iron-sheet houses that have historically characterized many police lines. These modern blocks include essential infrastructure such as reliable water supply, electricity, and sanitation systems. Government officials present at the event noted that improving the domestic environment of law enforcement officers is a central pillar of ongoing police reforms intended to raise morale and operational productivity. 

This project is integrated into the broader Affordable Housing Programme under the Bottom-Up Economic Transformation Agenda. By prioritizing institutional housing within police colleges and stations, the government aims to ensure that those tasked with national security are themselves secure in their living arrangements. Similar housing handovers have recently taken place in other regions, including Chuka in Tharaka Nithi, as the State Department for Housing accelerates the completion of ready sites. 

The commissioning at the Embakasi campus also coincided with the induction of junior administrative officers, further highlighting the administration's focus on capacity building within the service. Interior ministry officials stated that the transition into these new units should be fast-tracked to ensure maximum utilization of the completed infrastructure. The government maintains that providing high-quality housing is an essential step in professionalizing the police force and acknowledging the risks taken by officers in the line of duty.
